Through experience, politicians acquired the skills of how to explore the use of the tools of the institutions and instruments for the benefits of the state. The ruthless use of force without regard to international law construct a system of Power Politics. Democracy has constrasted the use of powers in World War II.

Time changes everything. Technology changes things. Efforts must be made by legislators and administrators to determine policies or to re-enact legislations.

Because of desires, politicians face a continuous flow of problems that requires the work of balancing between the demands of competing interests of the public. Usually, for each particular issue, voting for or against is based on the influence of one kind or another. When the political activity of the opposition is prohibited, dictatorship is displayed. In democracy, it does not happen.
